Place on a large sheet pan to cool. In a large bowl, combine cooled rice, celery, onions, scallions, red bell pepper and herbs. In a small bowl, stir together vinegar, lemon juice, mayo and sour cream. Slowly add olive oil while whisking. Add salt and black pepper, to taste.
